Bernd Schramm has been heading various projects on the Inclusion of Persons with Disabilities at GIZ Head Office since 2017. Before that, he worked many years in the fields of health, social protection, and good governance. From 2009 to 2016, he managed a Social Health Protection Programme, implemented by GIZ in Cambodia. The programme supported systematic health system reforms, maternal and child health, and social protection with a particular focus on the inclusion of disadvantaged groups. Prior to this assignment, Dr Schramm worked as technical advisor in an EU-funded project to strengthen the health care system for the poor in Vietnam. Before that, he coordinated international projects on social protection and health insurance at GIZ (before: GTZ) Head Office. Since 2004, he has been instrumental in promoting universal health coverage, social protection, and the rights of persons with disabilities in international cooperation. As a Doctor of Social Science with over 20 years of experience in development focusing on social equity and the right of all to access public goods and services, he strongly advocates for the principle of “leaving no one behind” and the empowerment of persons with disabilities. He values cross-sector collaborations among different actors as essential catalysts of change. “There is no sustainable development unless we include diverse groups into socio-economic developments at global, national and local level”.
